BACKGROUND AND ANALYSIS
The current Community Investment Plan (CIP) anticipates $450,000 for the purchase of a new Ambulance for the Department of Public Safety in Calendar Year (CY) 2028. This purchase would replace the current 2017 Foster-Coach Ambulance as the department's front-line ambulance, capable of providing advanced life support treatment and transport. The Community Investment Plan indicates a life expectancy of 10 years for a front-line ambulance. Once a new ambulance is received, the 2017 Ambulance would rotate into reserve status and the current reserve ambulance a 2008 Medtek International ambulance would be sold.
Staff recommends approval of the purchase of a new ambulance through the Northwest Municipal Conference (NWMC) Suburban Purchasing Cooperative. The cooperative procurement process satisfies the Village's purchasing requirements and allows the Village to leverage competitively solicited pricing available to participating agencies. The proposed purchase price for the ambulance is $399,388, however, $450,000 is requested to cover additional contingency expenses and change orders during the build process, which is in line with what has been included in the 10-Year CIP financing plan budget.
