BACKGROUND AND ANALYSIS
In 2021, Illinois enacted the Lead Service Line Replacement and Notification Act (415 ILCS 5/17.12), which became effective January 1, 2022. The Act requires the eventual replacement of all lead water service lines throughout the State. To assist residents with compliance, the Village established the Lead Water Service Line Replacement Cost Sharing Program, an annual budgeted program that provides financial assistance to eligible property owners replacing lead water service lines.
Following the program's successful launch in 2023, participation exceeded initial expectations. As a result, the Village has increased annual funding in recent budgets, and staff continues to monitor participation levels throughout the year to ensure the program remains appropriately funded.
The following provides a mid-year update on program participation and budget status for 2026:
Number of New 2026 Applications: 19
Number of 2025 Carryover Applications: 5
Total Amount Requested in 2026 (carryovers plus new applications): $194,556
Remainder of budget: $55,444 (22%)
Actual Number Paid Out: 15
Actual Amount Paid Out: $124,048
Requested but not paid out: $73,076
Staff will be available at the Finance Committee meeting to provide additional information and answer any questions regarding the program.
RECOMMENDATION
Staff recommends review and discussion of the Lead Service Line Replacement Cost Sharing Program.
