BACKGROUND AND ANALYSIS

The Village of Glencoe is currently constructing a new clubhouse and restaurant at the Glencoe Golf Club and installing improvements to the driving range. As part of these projects, the Village is also evaluating opportunities to improve pedestrian and bicycle connectivity and overall safety along Westley Road.

Westley Road is a two-lane local roadway under the Village's jurisdiction. The roadway includes curb and gutter but no sidewalks. In fall 2025, the Village retained Christopher B. Burke Engineering, Ltd. (CBBEL) to complete a feasibility study evaluating the installation of a multiuse path connecting the Glencoe Golf Club to Green Bay Road and adjacent regional trail systems. The study evaluated three alternatives, including one alignment on the south side of Westley Road and two alignments on the north side.

This March, staff hosted an informational meeting with Westley Road residents to discuss several ongoing initiatives in the corridor, including the proposed multiuse path. Residents in attendance expressed a strong preference for a meandering path along the north side of Westley Road. The feasibility study also included research of the Village's right-of-way and found that the typical 66-foot right-of-way between Green Bay Road and Hohlfelder Road narrows to approximately 33 feet west of Hohlfelder Road toward the Golf Club. As a result, construction of a north-side alignment west of Hohlfelder Road would require use of property owned by the Forest Preserves of Cook County (FPCC).

Because a portion of the preferred alignment would be located on FPCC property, coordination with the FPCC is necessary before preliminary engineering can begin. In addition to the Village's existing Intergovernmental Agreement governing operation of the Glencoe Golf Club, FPCC review will require supporting documentation, including a Tree Mitigation Plan and other materials for consideration by the FPCC Land Use Committee.

Several tasks included in this scope, including the legal description, tree survey and concept visualization, have already been completed under a CBBEL agreement, which was executed under the Village Managers authority with an amount of $32,680, to support the Golf Club driving range netting Special Use Permit. Since this proposed change order (totalling $36,190) will increase the original contract over the Village Manager’s approval authority, staff is seeking both a ratification of the original contract and execution of the change order. The new scope of this contract with CBBEL will provide the engineering support and survey necessary to coordinate with the FPCC and obtain approval from their Land Use Committee. Once FPCC has reviewed the concept, staff will return to the community to obtain additional public input before design progresses.

The Village has previously partnered with CBBEL on several successful trail projects, including the Green Bay Trail extension from Hazel Avenue to South Avenue, which secured grant funding for both engineering and construction. Funding for preliminary engineering of the Westley Road Multiuse Path was included in the CY 2026 Budget and the proposed change order, inclusive of the already completed scope, is within the approved budget.

RECOMMENDATION

Staff recommends that the Village Board approve a resolution authorizing the Village Manager to execute a change order of $36,190 to the original contract with Christopher B. Burke Engineering Ltd. of Rosemont, Illinois for Preliminary Engineering Services for the Westley Road Multiuse Path for a total contract value not to exceed $68,870.
