BACKGROUND AND ANALYSIS
Following extensive discussion at the May 15, 2025, August 20, 2025 and March 19, 2026 Committee of the Whole meetings, the Village Board directed staff and the Village’s Preservation Commission to propose comprehensive updates to the Village's preservation policies and ordinances.
The Preservation Commission, working with staff and the Village Attorney, has completed a full review and rewrite of the Village's historic preservation regulations, which were reviewed by the Preservation Commission at its April 13, 2026 and May 5, 2026 regular meetings. The proposed ordinance repeals Chapters 26A and 26B in their entirety, repeals the long-obsolete Chapter 18 (Florists) and adopts a new consolidated Chapter 18: Historic Preservation in their place.
The new unified regulations modernize and reorganize the Village's historic preservation framework into a single consistent code and incorporates all policy direction previously provided by the Board. The demolition delay period, previously proposed to increase from 180 to 360 days, will remain status quo at 180 days during the proposed pilot program to allow the Village to evaluate the pilot program's effectiveness before considering further changes. Owner-consent requirements for landmark nominations have also been clarified in a manner consistent with the Board’s direction.
The unified historic preservation regulations represent the culmination of a thoughtful, multi-year effort by the Preservation Commission, Village Board and staff to balance the Village’s interest in historic preservation against the interests of property owners. The process was informed by extensive Village Board discussion and community input. The updated Ordinance provides a clear, modern and internally consistent framework that aligns incentives with preservation goals and positions the Village to support continued investment in Glencoe's historic and architectural character.
