BACKGROUND AND ANALYSIS

Beginning in November 2024, the Village of Glencoe commenced a study of the public way within Glencoe’s Central Business District. While this area is enjoying success in the form of vibrant shops, restaurants, cafes and services, parking availability has historically been challenging.

The Glencoe Parking + Streetscape Study planning process was intended to help develop viable options that improve parking usage and management, pedestrian safety, existing trees, outdoor seating and dining, lighting, pavement, plantings and site furnishings. Parking solutions explore physical and programmatic improvements that can be made to advance efficiencies related to the parking system. This planning effort builds upon previous planning studies, such as the Village’s 2024 Comprehensive Plan and the 2016 Downtown Plan.

The Village Board most recently discussed the draft Study at the May 18, 2026 Committee of the Whole meeting, at which it reviewed the Plan Commission’s recommendations and directed the planning team to bring a final draft of the study to the June 18, 2026 Village Board meeting for final review and adoption.

The attached final draft Study has incorporated the feedback provided by the Village Board at its January and May 2026 meetings, along with recommendations from the Plan Commission’s review in April 2026. The draft includes:

                     Minor changes from the version most recently reviewed by the Board, including a revised action plan on page 37, new language regarding streetscape grants, and the addition of three new potential parallel parking spaces on Vernon Avenue south of Temple Court.

                     A summary of the 2024 parking study, which showed a peak usage of approximately 85% of the available spaces within the study area. While 85% peak usage is a desirable outcome, this available parking is not evenly distributed and parking is near or at capacity in the core parts of the Central Business District at peak times.

                     Strategies for encouraging visitors to the Central Business District to park in the lots to the east of Green Bay Road. These include making bicycling, walking, and transit access more inviting and to improve the experience of crossing Green Bay Road. The Study recommends prioritizing a comprehensive study of potential improvements to the Park Avenue/Green Bay Road intersection, the Hazel Avenue underpass, and a potential mid-block crossing of Green Bay Road south of Park Avenue.

                     Targeted locations throughout the Central Business District that could be used for new on-street parking spaces. At the May 2026 Committee of the Whole meeting, the Board directed staff to proceed with the adoption of the Study with these proposed spaces in place, with the clear acknowledgement that they would require additional public outreach and careful design and engineering prior to any final decisions being made about their construction.

RECOMMENDATION

Staff recommends that the Board review the attached final draft Study. If determined to be appropriate, the Board should move to approve the attached Adopting Resolution.

Move to approve the attached Adopting Ordinance to adopt the Glencoe Streetscape + Parking Study.
