BACKGROUND AND ANALYSIS
As part of the Village’s Strategic Plan, a staffing analysis was planned for the Public Safety Department. As a similar study had not been conducted in many decades, and owing to the changing environment and dynamic around the services required of the fully cross-trained department, it was determined that this study would help guide planning for the department for the future. As such, the Village engaged with Fitch & Associates in April 2025 to perform a staffing study for the Department.
The study, composed of an analysis of numerous data sets including calls for service, training, staff interviews, interviews of key stakeholders and a comparison of nearby agencies and municipalities resulted in a comprehensive report. As a component of this report, ten proposed recommendations are outlined for the Village to consider moving forward. A copy of the study and staff’s summary of it are attached. These have likewise been shared with the entire Public Safety Department.
Fitch & Associates Partner Guillermo Fuentes, MBA and Senior Consultant Melanie Bevan will be present to outline the report. Mr. Fuentes is a public safety communications and technology expert with extensive experience in emergency services operations, communications center design, technology implementation, and regional dispatch planning. He previously served in executive leadership roles with the Niagara Regional Police Agency and Montreal EMS and has led major public safety consulting projects throughout North America and internationally. He holds an MBA from Aspen University and is an active member of APCO. Melanie Bevan, Ed.D., became the Chief of the Bradenton Police Department in February 2016. She served the St. Petersburg Police Department for 29 years, retiring at the rank of Assistant Chief. She holds a Doctor of Education degree in Leadership Education and has completed numerous professional specialty certifications including the Federal Bureau of Investigation National Academy and the Naval Postgraduate Center for Homeland Security and Defense, Homeland Security Executive Leaders Program.
Staff will present a preliminary financial analysis at the Committee of the Whole as well.
Immediately following the consultants’ presentation, staff will provide additional analysis (including financial analysis) and be available for questions from the Village Board.
RECOMMENDATION
No action is required at this time, however, Board input and discussion is requested.
