BACKGROUND AND ANALYSIS

The need for protective netting along the driving range has been identified for many years and has been included in the Village’s 10-Year Community Investment Program since 2019. The absence of netting has resulted in property damage to passing vehicles, parked vehicles, and nearby residences along Westley Road. The Glencoe Golf Club’s driving range tee line was reconstructed due to the expansion of the parking lot to the east. This reconstruction necessitated the installation of protective netting to help prevent errant golf shots from leaving the property.

Because the proposed protective structure exceeds the six-foot height limit for fences and the 18-foot height limit for accessory structures, a Special Use Permit was required. The Zoning Commission held public hearings at February, March, April, and May meetings and received comments at each meeting. 

To help address resident’s concerns with the netting, Village staff conducted a public informational meeting on March 20, 2026. In addition, staff met with some adjacent homeowners on site to review the proposed netting location. The netting system has been designed with sensitivity to the surrounding neighborhood. A black mesh color net has been selected to minimize visual impact, as it blends with the existing tree canopy and skyline. The netting is UV-stabilized and weather-hardened for Chicago winters. It will also be bird safe as the textured mesh is visible to birds and will be high-tension with a small mesh size to prevent entanglements.

The netting will run in a west-to-east direction approximately 60 feet north of Westley Road for approximately 650 feet. The netting will then taper upward to a 40-foot maximum height diagonally away from Westley Road for approximately 100 feet. An approximately 150-foot-long, 40’-high north/south section will form the rear of the netting structure. This structure will include 19 wooden poles supporting black polyester netting. Each pole will be 25 to 40 feet above adjacent ground, regardless of grade changes on the property, which slopes upward toward the east. No lighting is proposed on the poles or netting.

At its May 4, 2026, meeting, the Zoning Commission unanimously recommended approval of the proposed Special Use Permit, subject to the condition that the Golf Club install at least five trees annually for five years, in accordance with the planting memo included in the May 4, 2026, Zoning Commission agenda packet.

The project was competitively bid through a Request for Proposals process; six bids were received. The low bidder’s submission was deemed non-responsive as they omitted the signed contractor qualification form as well as a signed copy of Addendum #1; they also did not provide the qualification requirement of 10 years of experience with golf course netting. Midwest Netting Solutions was the lowest bidder that met the listed qualifications and provided all requirements outlined in the Request for Proposals. A contingency of $6,000 has been added to the overall cost to cover any unforeseen expenses.

RECOMMENDATION

Staff recommends that the Village Board consider authorizing the Village Manager to execute a contract with Midwest Netting Solutions for the driving range netting in an amount not to exceed $126,538.86 and to Authorize a Fifty Percent Deposit Upon Full Execution of the Contract.
